Centre Declares AI Data Centres Free from Environmental Clearance
In a move that has raised eyebrows among environmentalists, the Indian government has informed Parliament that AI data centres do not require standalone environmental clearances. The announcement, which comes amidst growing concerns over resource consumption, particularly water, underscores the tension between rapid technological progress and environmental stewardship.
Data centres, especially those supporting artificial intelligence, are notorious for their voracious appetite for energy and water. By 2030, these centres are expected to demand 358 billion litres of water annually, a staggering figure given India's existing water stress issues. The Ministry, however, maintains that such centres do not need individual environmental clearances unless they fall under the category of large building projects as per the Environmental Impact Assessment (EIA) Notification of 2006.
This decision has sparked debate. Critics argue that overlooking the environmental impact of such massive infrastructure projects could be perilous. They point out the irony of a ministry supposedly dedicated to environmental conservation exempting significant water users from comprehensive scrutiny.
Water Usage Concerns
The crux of the argument lies in the resource-intensive nature of AI data centres. These facilities require substantial water for cooling purposes, a factor that could exacerbate water scarcity in already stressed regions. The government, however, asserts that existing regulations under the Water and Air Pollution Control Acts are sufficient to manage these concerns. Furthermore, the Ministry highlighted that State Environment Impact Assessment Authorities (SEIAAs) are tasked with assessing water stress levels and ensuring adequate water management, including greywater recycling.
While some see the easing of regulations as a boon for technological advancement and economic growth, others warn of potential long-term environmental costs. As India positions itself as a digital powerhouse, the challenge of aligning its technological ambitions with sustainable practices becomes ever more critical.
