Consumers Likely Shielded from New MDR on UPI Transactions

As the ink dries on the reintroduction of the Merchant Discount Rate (MDR) for specific UPI transactions, a collective sigh of relief may be heard from consumers across India. Despite the initial alarm, it appears that the financial burden will not fall on the end users.

The government has strategically directed the MDR towards larger businesses, thereby sparing the average consumer. This move is intended to balance the need for a sustainable revenue stream for the payments sector, while ensuring the continued growth and accessibility of UPI services that have become a staple in India's digital economy.

The Economics of MDR

Merchant Discount Rate, a fee merchants pay to banks and payment service providers, covers the cost of digital transaction processing. It was abolished for UPI and RuPay transactions in 2020, a bold move to boost digital payment adoption. Now, the MDR's return is poised to create a substantial revenue pool, estimated by Jefferies to reach between Rs 5,000-10,000 crore annually.

While this revenue is a boon for the industry, the government has carefully structured the MDR's application. By exempting person-to-person (P2P) transactions and focusing on merchant transactions, the policy aims to minimise friction for the average consumer, thus maintaining UPI's allure as a cost-effective and user-friendly payment method.

A Delicate Balance

The reintroduction of MDR has sparked debates on its potential implications. Yet, by targeting larger enterprises, the government hopes to ensure that the digital payments ecosystem remains inclusive and efficient. As businesses recalibrate to absorb these costs, consumers can continue to enjoy seamless UPI transactions without additional charges.

This strategic move underscores a broader effort to sustain the robust growth of digital payments, which have become an integral part of everyday financial interactions in India. For now, it seems consumers can breathe easy, knowing their morning coffee or grocery purchases won't bear the weight of MDR.
